India's creator economy in numbers: what brands should know this November

Fresh October data on India's creators: how many there are, what the influencer market is worth, who actually earns, and one viral 'law' that doesn't exist.

The short answer

India now has roughly 4 million active creators, most of them small accounts outside the big metros, and influencer marketing is estimated at about ₹3,400–3,500 crore in 2026. Only a small share of creators earn meaningfully, so brands get the best value from vetted micro and regional creators. And despite viral posts, India has not passed a 'National Creator Economy Bill'.

October brought a wave of new numbers on India's creator economy. Here's what they say, in plain terms, and what matters if you're planning creator campaigns from Delhi NCR.

How many creators are there?

Estimates now cluster around 4 million active creators. Kofluence's Decoding Influence 2026 report puts the active base at 4.0 to 4.4 million, most of them on Instagram, as summarised by Qolab. A report from ISB's Srini Raju Centre with Hashfame tracked growth from under 1 million creators in 2020 to about 4.1 million by 2025, with non-metro creators now making up around two-thirds of the base, according to CreatorNest.

What is influencer marketing worth?

The paid influencer marketing market itself is much smaller than the headline 'creator economy' figures. Kofluence estimates it at around ₹3,500 crore in 2026, and another October estimate puts it near ₹3,375 crore. Separately, industry data shared at the CII Big Picture Summit, as reported in mid-October, credited creators with over ₹18,000 crore of GDP contribution in 2025 and about one million jobs.

The gap between those numbers matters: most creator activity is not paid brand work.

Who actually earns?

Very few. CreatorIQ's State of Creators 2026 survey found two-thirds of creators globally earn under $10,000 a year from content, and for most it isn't their main income, as Qolab notes. In India, the majority of creators sit in the 1,000 to 10,000 follower range.

For brands, that means a huge supply of small creators, uneven professionalism, and a real need to check audiences before booking.

Fact check: is there a 'Creator Economy Bill'?

No. Posts claiming the Rajya Sabha passed a 'National Creator Economy Bill, 2026' have circulated widely, but no such bill appears in the record of what Parliament passed in the 2026 Monsoon Session, as CreatorNest's fact-check points out. What is real: the 2026 Union Budget's allocation for National Creator Labs, and sector rules such as SEBI's proposed advertisement code that would treat influencers with over 5 lakh followers as celebrities for financial ads.

Our take from Delhi

The numbers match what we see on campaigns. The creators who move product are rarely the biggest accounts; they're the ones whose audience shares a city, a language and a buying habit with the brand. In Delhi NCR that often means neighbourhood food, fashion and lifestyle creators with 10K to 100K followers and audiences that are mostly local.

What it means for brands
  1. Budget for micro and regional creators first; the supply is large and audiences are more local.
  2. Check every creator's audience city split and growth history before booking, because most of the market is small and unvetted.
  3. Use market-size numbers carefully in pitches: the paid influencer market (about ₹3,500 crore) is far smaller than 'creator economy' influence figures.
  4. Don't plan around the viral 'Creator Economy Bill'; it isn't law. Do follow ASCI disclosure rules and SEBI's proposals if you're in financial services.
